After September 11th 2001, it was determined that state, local, and federal emergency management agencies needed additional training and resources in order to better prepare them to respond to regional and national catastrophic events. With that goal in mind the Central Region Homeland Security Advisory Council developed a training program under the leadership of Fitchburg Chief Kevin Roy that develops and funds regional training programs throughout Worcester County. Some of these training programs have included classroom instruction for emergency personnel, table top exercises, and large hands on events such as tunnel emergencies, mass casualty events, and hazardous material responses. While striving to ensure that Worcester County’s emergency response professionals have the best and most up to date training available, the Homeland Security Advisory Council also supports and funds regional training events in order to promote the following goals:

• Promote regional and inter departmental cooperation among various emergency response agencies at the local, state, and federal level.
• Encourage the sharing of resources and provide hands on training with these resources
• Ensure that even the smallest emergency response departments in the region have the opportunity to train for large regional catastrophes
• Provide training for events that first responders may encounter during an emergency but may not have encountered to date such as flu pandemics or “dirty bombs”
• Use trained and qualified instructors that have a wide range of skills and experiences to prepare emergency personal for large regional events or post September 11th threats.
• Ensure that the lack of funding does not prevent a department for training and preparing for large scale emergencies.
