Regional Traffic Counting Program

Staff completes about 200 Automatic Traffic Recorder (ATR) daily volume counts each summer counting season, including 25 MassHighway coverage stations. The annual count program rotates throughout the region on a three-year cycle. Axle classification data is often collected, however, the traffic count program also has the capacity to conduct speed studies where requested by communities or identified in other planning activities.

 

Transportation Safety Planning Program

The CMMPO Transportation Safety Planning Program is a multi-faceted effort aimed at improving the safety of region’s infrastructure for use by the traveling public. The program is designed to:

Address multiple modes of travel
Develop and monitor improvement strategies
Seek to reduce the number of injuries and fatalities
   occurring in the region’s transportation system

These objectives are met through the development of six basic program elements, which are intended to address the region’s public roadways, bridges, rail crossings, and sidewalks as well as the manner in which they are used.

The six program elements include:

  1. Vehicle Crash Analysis & Monitoring
  2. Coordination with the Congestion Management Process
  3. Transit/Pedestrian Interface Assessment
  4. Bicycle & Pedestrian Facility Planning
  5. Collision Prevention
  6. Public and Community Outreach & Involvement

Pavement Management Systems (PMS) Activities

Pavement management is an asset management tool for developing a list of needed roadway improvements and balancing those needs with a community’s available resources. CMRPC offers technical assistance to communities interested in pursuing pavement management activities. Available services include:

  • Data collection for communities with existing pavement management programs
  • Advice and direction for communities seeking to start such programs
  • The development of five-year improvement plans for communities with limited ability to pursue a local program

 

Regional Transportation Model

To estimate the effects of growth on future traffic volumes or proposed highway additions, CMRPC uses the Regional Travel Demand Forecast Model. The model is a computer-based system that uses information on the regional road network with population, household and employment projections to forecast traffic growth. CMRPC planners have recently completed the effort to update the demographic projections to 2030 and create a new highway network in the model, providing a valuable resource to assess the traffic impacts for traffic and transportation studies.

 

Transit Planning: WRTA Technical Assistance & Non-WRTA Elderly & Disabled Transportation Services

CMRPC provides fixed route technical planning services for the WRTA including project management associated with implementation ofmajor service changes. Staff also provides ongoing paratransit planning services for the WRTA which includes technical assistance and support to 13 service providers for compliance with Federal Transit Administration Drug & Alcohol compliance and ADA (Americans with Disabilities) regulations.

As part of the CMMPO annual work program, staff assists with coordination and capital improvement programming for non-WRTA paratransit providers. Staff also provides support to the public outreach process, including staff support for TPAG (Transportation Planning Advisory Group) Consumer Advisory Committee.
