Pre-Disaster Mitigation Plan under FEMA Review

Pre-Disaster Mitigation (PDM) Plan – The CMRPC Region-wide Pre-Disaster Mitigation Plan has been formally submitted to the Federal Emergency Management Agency (FEMA) for review.  Originally submitted as a draft some time ago, we have been working with state and federal preliminary reviewers to address their comments and bring the plan into compliance with the most current standards.  After many months of hard work by local officials and CMRPC staff, we are pleased to announce that the region’s PDM plan has been submitted to the formal FEMA review process.

The Plan as submitted constitutes a Hazard Mitigation Plan for 27 CMRPC communities participating at this time.  We will continue to work with municipalities that express interest in developing their local Hazard Mitigation Plans for inclusion in the multi-jurisdictional Plan currently under review.

Certain grant funding, including the Hazard Mitigation Program Grant fund, requires that final PDM Plan approval be received in order to receive the grant funding.  The timing of our submittal to FEMA’s formal Plan review process supports grant applications that may be filed as a result of the June 2011 tornado, the August 2011 Tropical Storm Irene, and subsequent disaster declarations.

The multi-jurisdictional Pre-Disaster Mitigation Plan and Appendices are available for review or for downloading from the CMRPC web site (www.cmrpc.org).  The Critical Infrastructure and Facilities (CIF) maps for each municipality are found in Appendix A.

The FEMA-approval and Local-Adoption processes remain.  Click here for a description of the process for development, review and adoption of multi-jurisdictional pre-disaster mitigation plans.  Click here for sample Resolution which contains the language required by FEMA to formalize local adoption of the Plan.  This resolution is required after receipt of FEMA’s conditional approval of the Plan.
